Polish economics professor Teresa Czerwińska has been named the country’s new deputy finance minister.
Teresa Czerwińska is a Professor of the University of Warsaw in the field of finance (since 2011). Since June 2017 she has acted in the capacity of the Undersecretary of State at the Ministry of Finance.
She is a graduate of the University of Gdańsk, Faculty of Social Sciences (1997) and Faculty of Management (1998). She has rich experience associated with the financial market, both academic and professional. She is the author and co-author of many scientific publications as well as analyses and expert opinions in the scope of finance and risk management of financial institutions (in particular, insurance undertakings) as well as socially responsible investment. She is the co-author of handbooks in the scope of: macroeconomics, insurance and investment management.
From December 2015 to June 2017 she acted in the capacity of the Undersecretary of State at the Ministry of Science and higher Education where she was responsible for key areas: development and implementation of a new mechanism for the algorithmic distribution of budgetary subsidies for public universities, improvement of fund spending effectiveness, reduction of reporting bureaucracy and improvement of quality-friendly solutions in university financing mechanisms as well as budget planning and execution, performing tasks assigned to the authorising officer of budget areas of the whole science and higher education sector; she also supervised the area of control and audit in subordinated and supervised entities.
Teresa Czerwińska is an expert in national bodies, i.e. Advisory Scientific Committee at the Financial Ombudsman, working group of the Minister of Economy (2014-2015) as well as international bodies, i.e. Insurance & Reinsurance Stakeholder Group at the European Insurance and Occupational Pensions Authority (EIOPA) in Frankfurt (2015-2018), coordinators of the financial regulation area at the Centre for Antitrust and Regulatory Study (CARS) (2014-2015). In the 2015-2018 term of office she is the secretary of the Committee of Financial Sciences of the Polish Academy of Sciences. She worked for the Office of Insurance and Pension Fund Supervision Committee (2005) and was appointed to supervisory bodies of financial institutions and as an expert witness.
